مشروع “بناء المصعد الكهربائي” في الحرم الإبراهيمي الشريف
تعدي صريح على موقع تراث عالمي وفلسطيني.
بكل أسف بدات سلطات الإحتلال الإسرائيلي بتنفيذ أعمال مشروع “بناء المصعد الكهربائي” في الحرم الإبراهيمي الشريف، وهو تعدي صريح على موقع تراث عالمي وفلسطيني، اذ بدات أعمال الحفر منذ صباح الثلاثاء الماضي الموافق 10 أغسطس/آب 2021 في الجهة الجنوبية للمسجد بعد ان صادرت الارض وسحبت الصلاحيات الادارية والقانونية من بلدية الخليل ومديرية الاوقاف الاسلامية بغير وجه حق لاجل تنفيذ المشروع؛ فمن خلال هذا المشروع سيتم الاستيلاء على ما يقارب 300 متر مربع من ساحات المسجد ومرافقه من خلال الاستحواذ والتعدي على الأملاك الفلسطينية في الحرم. كما يندرج المشروع ضمن الخطة الاسرائيلية الاوسع لتفريغ المنطقة المحيطة بالحرم الابراهيمي في الخليل، والبلدة القديمة على وجه الخصوص، من سكانها الفلسطينيين الأصليين.
يهدف المشروع الاسرائيلي الى تامين وتسهيل وصول المستوطنين الاسرائيليين غير الشرعيين الى باحات الحرم الابراهيمي، وذلك من خلال إقامة ساحة انتظار للسيارات وممر مشاة وطريق سيارات، الى جانب إقامة مصعد كهربائي.
وكما قامت سلطات الاحتلال الاسرائيلي بمنع لجنة اعمار الخليل من القيام باعمالها اتجاه الحفاظ على الموروث الثقافي لموقع مدرج على لائحة التراث العالمي لدى اليونسكو؛ فقد منعت سلطات الاحتلال الإسرائيلية لجنة الاعمار من استكمال اعمال الترميم في الحرم الابراهيمي رغم ان لجنة الاعمار تعتبر الجهة الرئيسية المسؤولة عن ادارة هذا الموقع والحفاظ عليه.
وجب التوضيح أن ايكوموس فلسطين قد توجهت برسالة الى ايكوموس العالمية بتاريخ 19 مايو/أيار 2020 توضح حيثيات المشروع الاسرائيلي في الحرم الابراهيمي، كما وضحت مخاطر هذا المشروع على الموقع كموقع تراث عالمي؛ إن قرار السلطات الاسرائيلية بتنفيذ مشروع “بناء المصعد الكهربائي” في المسجد الإبراهيمي يعد انتهاكاً للقرارات الأممية وتعدي صريح على الحرم الإبراهيمي والبلدة القديمة في الخليل المدرجة على لائحة التراث العالمي منذ يوليو/تموز 2017 من قبل لجنة التراث العالمي التابعة لمنظمة “اليونسكو”. كما يمس بمعالم وهوية الحرم الابراهيمي التاريخية باعتباره موروثاً ثقافيا عالميا تجب حمايته.
سيؤدي إستمرار هذا المشروع إلى تدمير موقع التراث الثقافي والمس بأصالة الحرم الإبراهيمي تحت ذريعة تقديم خدمات إنسانية إلى ذوي الاحتياجات الخاصة من اليهود المستوطنين متجاهلين أن للحرم الإبراهيمي مكانته المرموقة في قائمة التراث العالمي وللمجتمع الفلسطيني والإسلامي. وعليه فإننا في إيكوموس فلسطين نصر أن يكون هناك دور للمجتمع الدولي وخصوصا المنظمات الدولية منظمة اليونسكو ولجنة التراث العالمي، وقد تم مخاطبتهم بشكل رسمي لاتخاذ اجراءات سريعة لإيقاف مشروع بناء المصعد الكهربائي وايقاف الإعتداءات المتكررة على الموقع.

This act is an explicit violation on a registered Palestinian World Heritage site “Hebron/Al-Khalil Old Town”, recognized by the UNESCO World Heritage List since July 2017.
With much concern, we at ICOMOS Palestine denounces the violations against Al Ibrahimi Mosque in Hebron’s old city. The Israeli occupation authorities have started implementing the project of constructing an electric elevator for Al Ibrahimi Mosque in Hebron’s old city. This act is an explicit violation on a registered Palestinian World Heritage site “Hebron/Al-Khalil Old Town”, recognized by the UNESCO World Heritage List since July 2017.
Excavation works have begun at the southern side of the Mosque on Tuesday morning, 10 August 2021. For the sake of this project, Palestinian land was unlawfully confiscated and the Palestinian administrative and legal powers were withdrawn from the Hebron Municipality and the Ministry of Awqaf and Religious Affairs. Adding to this, the Israeli authorities had prevented the Hebron Rehabilitation Committee (HRC), the main Palestinian formal body responsible for managing and preserving the site, from carrying out renovation work important for the site’s protection.
The Israeli project aims to facilitate the access of illegal Israeli settlers to the courtyards of the Ibrahimi Mosque, through the construction of a parking area, a pedestrian path and vehicles’’ access, in addition to the electric elevator. Accordingly, around 300 square meters of the Mosque’s courtyard and facilities will be seized through the acquisition and encroachment into the Palestinian property. The project also falls within the broader Israeli plan to depopulate the Ibrahimi Mosque’s area in specific, and the Old City of Hebron in general, from its Palestinian community.
It should be noted that ICOMOS Palestine had previously sent a letter to ICOMOS International on May 19, 2020, explaining in details the purpose of this Israeli project and its irreversible consequences on the World Heritage site. The continuation of this project will destroy this cultural heritage site and harm the authenticity of the Ibrahimi Mosque under the pretext of providing humanitarian services to the Jewish settlers, ignoring that the Mosque has a prominent place in the World Heritage List, and for the Palestinian community.
Accordingly, we in ICOMOS Palestine strongly urges the international heritage community, particularly UNESCO, the World Heritage Committee and ICOMOS international to take an immediate action against these violations as well as for the protection of a World Heritage Property from a deliberate destruction.
