Statement by the Palestinian Association on Monuments and Sites (ICOMOS Palestine) regarding the continuous and recurrent targeting of Palestinian cultural heritage
The Palestinian Association on Monuments and Sites, emanating from the World Council on Monuments and Sites, denounces the recurrent violations against Palestinian Jerusalemites and Palestinian cultural heritage in the city of Jerusalem. These violations went against International Conventions and Laws of cultural heritage, including the 1954 Hague Convention; which calls for the protection of cultural heritage in the event of armed conflicts and wars.
We, in ICOMOS Palestine, strongly denounce and protest the continuous Israeli violations against the Holy Site of Al-Aqsa Mosque / Al-Haram Al-Sharif as a registered World Heritage site since 1981, and condemn the acts of armed assault on the site on May 7 of this year. In addition, we stand against all acts of forced expulsion and ethnic cleansing against the Palestinian Jerusalem population in general and the residents of Sheikh Jarrah and Silwan neighborhoods in particular. We also share our deep concern towards Israeli development plans to create and implement investment projects in the depopulated Palestinian village of Lifta, a registered site on the UNESCO’s tentative list, considering and emphasizing the architectural heritage and the historical and natural values of the site.
Thereafter, we in ICOMOS Palestine refuse any speech which points to the latter events of Israeli aggression as “a conflict between two equal parties” and insist on the recognition of Jerusalem as a city under unlawful Israeli occupation. All the above mentioned events are read within Israel’s broader policy to systematically abolishing the Palestinian population presence within the boundaries of Jerusalem, and the deliberate erasure of the city’s Palestinian history and heritage. Therefore, we at ICOMOS Palestine call on ICOMOS International to denounce these repeated attacks and demand the Israeli side and ICOMOS Israel to stop such violations and this culture of impunity.
We extend our gratitude to all those who supported our position within ICOMOS community, especially ICOMOS Jordan for their stand against the targeting of al-Haram al-Sharif, and all members of “Save Al-Quds” initiative for their tireless efforts to protect Palestinian cultural heritage in Jerusalem.
بيان صادر عن الجمعية الفلسطينية للمعالم والمواقع التاريخية (إيكوموس فلسطين) في ظل الاستهداف الدائم والمتكرر للتراث الثقافي الفلسطيني
تستنكر الجمعية الفلسطينية للمعالم والمواقع التاريخية المنبثقة عن المجلس العالمي للمعالم والمواقع الانتهاكات المتكررة بحق الوجود الفلسطيني المتمثل في تراثه الثقافي، في مدينة القدس على وجه الخصوص؛ والمُحمي بموجب الاتفاقيات الدولية لحماية التراث الثقافي، وأهمها اتفاقية هييج للعام 1954؛ والتي تدعو لحماية التراث الثقافي في ظل النزاعات المسلحة والحروب.
ما جرى من أحداث واعتداءات مسلحة على موقع القدس العالمي في 7 أيار من العام الجاري، ليس صراعًا بين مدنيين ذوي خلفيات وأيديولوجيات مختلفة إنما هو صراع وجودي بين محتل وصاحب الحق الأصلي والشرعي في الأرض والمكان (القدس)؛ فإننا في إيكوموس فلسطين نعبر عن رفضنا لهذه الانتهاكات من قبل دولة الاحتلال الإسرائيلي، والتي طالت المسجد الأقصى المبارك / الحرم القدسي الشريف والمسجل كموقع تراث عالمي منذ العام 1981؛ إضافة لمحاولات التطهير العرقي التي تجري بشكل مستمر ومتكرر بحق السكان المقدسيين بالعموم وسكان أحياء الشيخ جراح وسلوان على وجه الخصوص.
إن محاولات الاحتلال التي تستهدف الوجود الفلسطيني لا تقتصر على التطهير العرقي بحق المواطن الفلسطيني، إنما تتسع وتسعى لمحو التاريخ والتراث الفلسطيني بشقيه المادي والمعنوي، يظهر هذا جليا من خلال طرح المشاريع التطويرية والاستثمارية في قرية لفتا المهجرة دون وضع اعتبار للتراث المعماري والقيمة التاريخية والطبيعية للموقع. كل هذه الاعتداءات تأتي ضمن سياسة ممنهجة لمحو الوجود والرواية الفلسطينية في القدس وغيرها من المدن والقرى الفلسطينية المحتلة.
وعليه فإننا في إيكوموس فلسطين ندعو الإيكوموس الدولي لشجب هذه الاعتداءات المتكررة ومطالبة الجانب الإسرائيلي وإيكوموس إسرائيل بإيقافها.
وأخيرًا نقدم امتناننا لكل من دعم موقفنا، إيكوموس الأردن وذلك بموقفه الداعم والرافض لاستهداف الحرم القدسي الشريف، وكذلك مبادرة مجموعة “أنقذوا القدس” وجهدها الدؤوب لحماية التراث الثقافي الفلسطيني في القدس.
